Athumani Mustafa

Athumani Mustafa is one of the founding partners of TAB Consult. He is a Certified Public Accountant (CPA) (T) with 23 years post qualification experience in Auditing, Financial Management and Accounting consulting.

Athumani joined Coopers & Lybrand, a predecessor entity of PricewaterhouseCoopers, in 1994, after graduating from the University of Dar es Salaam with a Bachelor of Commerce degree in Accounting – B.Com (Hons). Since then he has been involved in a number of financial audits, business consultancy services and financial due diligence engagements in the private and public sectors.

In November 1996 he attained the highest professional qualification in accountancy (i.e. Certified Public Accountant (CPA)) and is registered by the National Board of Accountants and Auditors (NBAA) as Associate Certified Public Accountant in Public Practice (ACPA-PP).

In December 2000 he was seconded to PricewaterhouseCoopers office in Lagos, Nigeria (one of the biggest PwC offices in the Africa Central Region) for two years where he gained valuable experience in both private and public sectors. While in Lagos office, he was mainly involved in high profile assignments both in audit and business advisory services covering both local and multi-national clients.

He has also worked across East Africa on assignment basis.

He left PricewaterhouseCoopers to establish TAB Consult in May 2009.

Some Specific Industry Experience

Consumer and Industrial Products

Athumani has extensive experience in the audit of consumer and industrial products companies. He led teams which audited Unilever Nigeria Plc, Unilever Tanzania Limited, UAC of Nigeria Plc, UAC Foods, and Kwanza Bottlers Limited, among others.

Water Utilities

Athumani was a manager in-charge of Combined Financial and Technical Audits of the Dar es Salaam Water Supply and Sanitation Project (DWSSP) for five years. The DWSSP was funded by bilateral institutions: International Development Association (IDA), the African Development Fund (ADF) and the European Investment Bank (EIB).

During this period he managed the financial audits and special assignments such as billing and collection reviews and audit of delegated works to the Private Operator (PO).

He was also the manager in-charge of Dar es Salaam Water and Sewerage Corporation (DAWASCO) since its inception.

Public Sector

Some Development Partners signed a memorandum of understanding with the Government of the United Republic of Tanzania where the partners agreed to provide support to the health budget by US$ 50 cents per population for the Tanzania Mainland through the Health Basket. The Health Basket Fund has two components namely; Central Health Basket Fund and Councils Health Basket Fund.

Athumani was the manager for the audit of Central Health Basket Fund at the Ministry of Health and Social Welfare and Councils Health Basket Fund which included 132 Councils in the Tanzania Mainland. Among other activities there were a number of constructions that were carried out in the districts where the auditors were required to work closely with the District Engineers to confirm whether or not the Councils received value for the money spent.

He also acted as Local Fund Agent (LFA) manager for the Global Fund to Fight Aids Tuberculosis and Malaria Progrommes in Zanzibar. The Programmes were managed by Zanzibar Ministry of Health and Social Welfare and Zanzibar Chief Minister’s Office. As LFA he looked at Programmatic areas, Financial Management areas, Monitoring and Evaluation and Procurement and Supply Management and report to the Global Fund in Geneva.

Athumani was an Engagement Manager for a team of Financial Auditors, Quantity Surveyors and Engineers which conducted the financial and technical audit of the Council Joint Rehabilitation Fund.

Telecommunication, Information and Communication

Athumani was involved on the privatisation of the Tanzania Telecommunication Company Limited (TTCL). Services performed included statutory audits, preparation of Information Memorandum for prospective investors and special audits.

While in Nigeria he led a team of auditors on the audit of Nigeria Television Authority which had stations all over the Country.

He was also involved in the verification of assets of the mobile section of the Telkom Kenya(now Safaricom).

Mining, Construction and Energy

Athumani led a team which audited Kahama Mining Corporation Limited (KMCL). He also led audit teams which audited Total Tanzania Limited for a number of years.

Private Health Sector

Athumani conducted a systems review of Haydom Lutheran Hospital where he made a number of recommendations. These recommendations were used to install a new system which led to effective and efficiency operations at the hospital. He was also a manager in-charge for the audit of the hospital.

He has also worked as a team leader for the audit of Aga Khan Hospital.

Donor Funded Projects

Athumani has provided assurance services to a number of donor funded projects and therefore has in-depth understanding of activities surrounding the industry. Among others he has provided services to Dutch Aid, Royal Norwegian Embassy, SNV Tanzania, Tanzania Cultural Trust Fund, Danida Water Projects, National TB and Leprosy Programme (NTLP) and University of Dar es Salaam Sida/SAREC funded projects..
